Congress Seeks Governor’s Intervention Over Goa’s Worsening Law & Order Situation

Goa Khabar: The Goa Pradesh Congress Committee (GPCC) has submitted a detailed memorandum to the Governor of Goa, seeking urgent constitutional intervention over what it described as the deteriorating law and order situation in the state.

The memorandum, signed by GPCC President Girish Chodankar and Leader of Opposition Yuri Alemao, states that Goa’s reputation as one of India’s safest and most peaceful states is under increasing strain due to a rise in murders, organised dacoities, crimes against women and children, narcotics-related offences, cyber fraud, financial crimes, illegal gambling, and land-related criminal activities.

According to the memorandum, citizens across Goa are expressing growing concerns about their safety, while tourists and business owners are increasingly questioning the state’s security environment. It also raises concerns over organised criminal activities, illegal land dealings, hill-cutting, forged documents and encroachments, alleging that these incidents have weakened public confidence in law enforcement.

The GPCC has further stated that organised crime is expanding beyond isolated incidents and highlighted issues such as drug trafficking beyond tourist areas, interstate criminal networks, organised dacoities targeting residential houses, crimes against women and children, and low conviction rates, which it claims are affecting public confidence in the criminal justice system.

The memorandum emphasises that preventive policing must replace reactive policing, calling for stronger intelligence gathering, community policing, faster investigations and improved prosecution to ensure timely convictions.

The Congress also warned that the growing crime situation could adversely impact Goa’s tourism, investment climate and overall reputation, stating that public confidence in the rule of law must be restored.

In its memorandum, the GPCC urged the Governor to seek a comprehensive report from the State Government on the present law and order situation, obtain district-wise crime data, recommend a comprehensive action plan focusing on preventive policing and intelligence-led operations, strengthen coordination between Goa Police and Central enforcement agencies, ensure prompt investigation and prosecution, and take appropriate constitutional steps to safeguard the life, liberty and security of every citizen.

The memorandum concludes by stating that the submission is not intended as a political confrontation, but has been made out of genuine concern for Goa’s future and to seek urgent attention towards restoring public confidence in the state’s law and order system.
