Goa DRS Working on a Unified QR Framework and Transition Mechanism  for Smooth Rollout in April 2027

~ Over 1,600 HoReCa establishments have already registered under Goa DRS to date.

~ HoReCa units have been advised to complete onboarding ahead of the November tourist season to access bulk waste generator app-based collection from their premises.

Goa Khabar – The Goa Deposit Refund Scheme (DRS) Authority, together with the Goa government’s Excise Department, is rolling out a structured transition mechanism and an integrated QR framework across the State, ahead of the Scheme’s Phase I implementation from April 1, 2027. The mechanism is designed to ensure HoReCa establishments and brands can onboard smoothly in the lead-up to the rollout. Over 1,600 hotels, restaurants, cafés and other HoReCa establishments have registered under the Scheme to date, with onboarding continuing ahead of the peak tourist season. 

“This is a joint effort between the DRS Authority and the Excise Department to give stakeholders a single, simplified QR requirement instead of two separate ones. We are utilising this period to ensure an appropriate transition and implementation framework, so that all stakeholders including manufacturers, distributors, retailers, hotels and restaurants are able to transition smoothly to the Deposit Refund Scheme. Early registration by both HoReCa establishments and brands will be key to a hassle-free experience once the Scheme goes live,” said Dr Anthony de Sa, Chairman, Goa Deposit Refund Scheme Authority.

HoReCa establishments are being advised by the DRS Authority to complete their registration and onboarding before the pre-season period in November. Doing so will allow app-based pickup directly from their premises after DRS goes live.

Brands are similarly advised to complete registration by January, to allow adequate time for QR code trials and testing. Early registration will give manufacturers sufficient time to align with DRS guidelines before the February registration deadline, and to participate in a full simulation exercise before March, ensuring a hassle-free experience and a smooth rollout thereafter
