‘Enough is Enough’ delegation submits draft bill to AAP to protect Goa’s agricultural lands

Goa Khabar : In a strategic move to safeguard Goa’s dwindling green cover, the “Enough is Enough” movement, led by former Chief Justice Dr. Ferdino Rebello, has officially submitted a draft bill titled the “Goa Protection of Agricultural Lands Act, 2026” to the Aam Aadmi Party (AAP).

The delegation, comprising Elvis Gomes, Swapnesh Sherlekar, and Devidas Amonkar, met with AAP State President Valmiki Naik to hand over the proposal. The movement is seeking to have the Bill introduced in the upcoming Goa Legislative Assembly session through AAP’s elected representatives.


Key Highlights of the Proposed Act

The draft Bill aims to address the rampant conversion of agricultural land for commercial and residential purposes—a flashpoint issue in Goan politics.

  • Legal Safeguards : The Bill seeks to create a robust legal framework that prevents the arbitrary conversion of paddy fields, orchards, and Khazan lands.

  • Legislative Strategy : By partnering with AAP MLAs, the movement intends to force a formal debate on the Assembly floor, putting the onus on the ruling government to declare its stance on land preservation.

  • Judicial Backing : With the Bill being spearheaded by Dr. Justice Ferdino Rebello, legal experts suggest the draft likely contains stringent provisions designed to withstand constitutional scrutiny.

A Call to Political Action

During the handover, the delegation emphasized that the “Enough is Enough” movement represents a cross-section of Goan society tired of seeing the state’s ecological identity eroded by “land mafias” and unplanned urban sprawl.

“This isn’t just a request; it’s a blueprint for the survival of Goa’s environment. We expect the people’s representatives to champion this in the House,” a member of the delegation stated.

AAP State President Valmiki Naik welcomed the draft, acknowledging the urgency of the matter and assuring the delegation that the party’s MLAs would take the necessary steps to move the Bill in the House.
