Goa Khabar:The North Goa District Magistrate has issued a notification introducing no-parking zones, a zebra crossing and a designated passenger pick-up and drop-off area at key locations in Panaji to regulate vehicular movement and improve road safety.

The notification, dated November 6, 2026, was issued by North Goa District Magistrate Surendra F. Naik under Sections 112, 116 and 117 of the Motor Vehicles Act, 1988, read with Rule 264A of the Motor Vehicles Rules, 1991, as amended in 2005.

The decision follows recommendations submitted by the Deputy Superintendent of Police, Traffic (North), Panaji, and the Executive Engineer of the Public Works Department (PWD), Panaji. The notification also refers to a suo motu writ petition before the Bombay High Court at Goa.

No-Parking Zones on Joao Castro Road and Jose Falcao Road

According to the notification, parking of all types of vehicles will be prohibited along specified stretches of Joao Castro Road and Jose Falcao Road in Panaji.

The no-parking restrictions will cover the stretch of Joao Castro Road from the Bandodkar statue to the Abbe de Faria statue on both sides of the road.

Additionally, the stretch of Joao Castro Road alongside the Old Directorate of Accounts building and the section of Jose Falcao Road extending from Joao Castro Road towards the road leading to Hotel Republic/The Crown Goa have also been designated as no-parking zones.

The restrictions are intended to regulate parking and facilitate smoother movement of vehicles along these roads.

Zebra Crossing Near Hotel Mandovi

The District Magistrate has also notified a zebra crossing on D.B. Marg near Hotel Mandovi, covering the specified stretch on either side of the road.

The notification directs that the pedestrian crossing be marked using white thermoplastic fluorescent paint to ensure better visibility.

Blinkers will also be installed at the crossing to alert motorists and improve pedestrian safety, particularly in areas experiencing significant vehicular and pedestrian movement.

Designated Pick-Up and Drop-Off Zone Behind Old Secretariat

A separate pick-up and drop-off zone has been designated on the stretch of Joao Castro Road behind the Old Secretariat.

The designated area will be used by taxis, buses and other vehicles transporting passengers to and from cruise boats and casinos.

The arrangement is aimed at providing a specified location for passenger boarding and alighting, helping regulate vehicle movements in the area.

Traffic Signboards to Be Installed

The notification further authorises the installation of cautionary traffic signboards for the no-parking zones, zebra crossing and passenger pick-up and drop-off area.

Advance warning signboards must be installed approximately 40 metres before the designated locations on either side of the road.

Additional traffic signboards indicating the exact locations of the restrictions and designated zones will also be erected in accordance with Indian Roads Congress (IRC) specifications.

These measures are intended to ensure that motorists receive adequate advance information about the new traffic arrangements.

Panaji Municipal Corporation and PWD Directed to Implement Order

The District Magistrate has directed the Commissioner of the Corporation of the City of Panaji (CCP) to arrange publication of the notification in local newspapers through the Directorate of Information and Publicity.

The Public Works Department’s Engineering Cell has been instructed to make the necessary arrangements for installing traffic signboards at the notified locations.

The signboards must comply with specifications prescribed by the Ministry of Road Transport and Highways.

The notification is also to be published in the Official Gazette of the Government of Goa.

Compliance Report Within 30 Days

The concerned authorities have been directed to complete the necessary arrangements and submit a compliance report within 30 days.
