MLA Viresh Borkar raises concerns over Chimbel Unity Mall and Prashasan Stambh projects in Goa assembly

Goa Khabar : MLA Viresh Borkar on Tuesday raised strong objections in the Goa Legislative Assembly to the proposed Chimbel Unity Mall and Prashasan Stambh projects, citing serious environmental and social concerns. He accused the government of moving ahead with the projects while avoiding dialogue with affected residents.

During the session, Borkar informed the House that he had tabled multiple expert reports, including assessments from the National Institute of Oceanography and other authorities. He stated that these reports flag critical issues that must be addressed before any further steps are taken.

Borkar questioned whether adequate caution is being exercised while planning large scale development in environmentally sensitive and socially vulnerable areas. He stressed that expert findings cannot be ignored or treated as a mere formality.

Referring to ongoing protests, Borkar said that local residents have been protesting peacefully for months, yet no meaningful dialogue has taken place. He alleged that the ruling MLA, the village Sarpanch, Zilla Parishad members and even the Chief Minister have not engaged with the people opposing the projects.

He pointed out that many of the protestors are people of the land, including a significant number from Scheduled Caste and Scheduled Tribe communities. According to Borkar, pushing projects forward without listening to these voices risks deepening public distrust and escalating tensions on the ground.

Calling for participatory decision making, Borkar said development should not come at the cost of livelihoods, ecological balance and democratic values. He urged the government to initiate transparent public consultations, clearly outline environmental safeguards and ensure that the concerns of affected families are addressed with fairness and sensitivity.

“Democracy demands listening and engagement, not silence,” Borkar said while reiterating that expert reports must form the basis of policy decisions.

At the time of reporting, no detailed response from the government was placed on record in the Assembly. The issue is expected to remain contentious as residents continue to demand dialogue and accountability over the two projects.
