Goa Khabar: <\/strong>Citizens\u2019 movement Enough Is Enough has decided to intensify its legal battle against the alleged misuse of official power while strengthening its campaign to protect Goa\u2019s agricultural land, identity, culture and heritage.<\/p>\n\n\n\n The decision was taken at a core committee meeting held under the leadership of the movement\u2019s convenor and retired Justice Ferdin Rebello.<\/p>\n\n\n\n The movement said several cases involving alleged misuse of authority by public servants are currently being examined and indicated that legal proceedings could be initiated in the coming days. The Karapur land issue and the casino controversy have been identified among its priority matters.<\/p>\n\n\n\n Enough Is Enough said it would seek action against public servants found to have allegedly misused their official positions for personal benefit or to extend undue favours to individuals or entities.<\/p>\n\n\n\n Concern Over Prolonged Concentration of Political Power<\/strong><\/p>\n\n\n\n The movement also raised concerns over the prolonged concentration of political power in Goa, arguing that when one political party remains in power for an extended period, inadequate checks and balances could create conditions for misuse of authority.<\/p>\n\n\n\n Without targeting any particular political party, the movement stressed the need for stronger institutions, greater accountability and a political system in which those holding public office remain answerable to the people.<\/p>\n\n\n\n Push for Agricultural Land Protection Bill<\/strong><\/p>\n\n\n\n A major resolution adopted at the meeting was to intensify the campaign for the Goa Protection of Agricultural Lands Bill proposed by Enough Is Enough.<\/p>\n\n\n\n The movement urged the State government to introduce the proposed legislation in the Goa Legislative Assembly and hold a detailed debate on it. It also appealed to political parties to include a clear commitment in their election manifestos to enact legislation protecting Goa\u2019s agricultural land.<\/p>\n\n\n\n Retired Justice Ferdin Rebello said the movement wanted the future government to implement the proposed legislation and prevent indiscriminate conversion of agricultural land for development.<\/p>\n\n\n\n Enough Is Enough also indicated that it could launch a statewide mass agitation to press for the legislation.<\/p>\n\n\n\n \u201cThe protection of Goa\u2019s agricultural land cannot remain merely an election promise,\u201d the movement said.<\/p>\n\n\n\n Section 39(A) Challenge to Continue<\/strong><\/p>\n\n\n\n The movement said its legal challenge to Section 39(A) would continue, maintaining that its campaign was neither against development nor against any particular individual.<\/p>\n\n\n\n It said the objective was to challenge the alleged misuse of laws and governmental powers in ways that could adversely affect Goa\u2019s long-term interests.<\/p>\n\n\n\n Casinos Must Operate Within Law<\/strong><\/p>\n\n\n\n On the casino issue, Enough Is Enough clarified that it was not demanding a blanket ban on casinos, but wanted casino operations to strictly comply with the applicable legal and regulatory framework.<\/p>\n\n\n\n The movement raised questions over whether casino vessels operating in the Mandovi were complying with requirements concerning entry into territorial waters and also questioned the regulatory mechanism governing access to gaming vessels.<\/p>\n\n\n\n It further claimed that although entry into casinos is subject to provisions requiring permission from the Gaming Commissioner, the relevant rules have reportedly not been notified.<\/p>\n\n\n\n The movement said the legality of casino operations needed to be examined if the required regulatory rules were not in place.<\/p>\n\n\n\n Sattari Land Issues to Be Examined<\/strong><\/p>\n\n\n\n The core committee also decided to examine the long-pending Alvara and Mokaso land issues in Sattari.<\/p>\n\n\n\n Enough Is Enough plans to study the historical and legal aspects of these disputes before placing a proposal before the government seeking a permanent and legally sustainable solution.<\/p>\n\n\n\n The movement said the concerns of people dependent on traditional land rights must be addressed through a transparent process.<\/p>\n\n\n\n Grassroots Network to Be Strengthened<\/strong><\/p>\n\n\n\n Enough Is Enough has also decided to expand its organisational presence at the taluka and village levels, signalling plans for a broader grassroots campaign centred on Goa-related issues.<\/p>\n\n\n\n The movement maintained that it was not targeting any individual or political party and that its objective was to safeguard Goa\u2019s long-term interests.<\/p>\n\n\n\n \u201cWe are not against anybody.
