Goa Khabar : St. Andre MLA Viresh Borkar on Monday made a Personal Explanation under Rule 281 in the Goa Legislative Assembly regarding an incident that occurred on 21st February 2026 at the office of the Chief Town Planner, Government of Goa.

Borkar clarified that his presence at the Town Planning office was strictly in his capacity as the elected representative of the St. Andre Constituency, while addressing matters of public importance related to town planning administration affecting his constituents. He stated that certain narratives being circulated suggested that his visit was improper, which he categorically denied.

The MLA further stated that during his visit, police personnel present at the premises allegedly obstructed his functioning and physically manhandled him while attempting to evict him from the office. He described the incident as unexpected and distressing.

Borkar emphasised that he had not acted in violation of any law or decorum, and that his purpose was solely to seek information and ensure administrative accountability. He also expressed concern over the treatment of a sitting legislator while performing legitimate public duties.

Through his statement in the Assembly, Borkar said his intention was to correct any misimpressions and reaffirm that his actions were within constitutional and legislative propriety, while leaving it to the House and the Hon’ble Speaker to uphold the dignity of elected representatives.
