Multi crore land scam happened misusing Bhunaksha : Yuri Alemao

Goa Khabar : Leader of Opposition Yuri Alemao on Wednesday stated that Multi crore land scam has happened in the state misusing Bhunaksha. 

Whilst speaking on Demands, Cuncolim MLA Alemao said “ Bhunaksha—a GIS-based platform meant for transparency—has been weaponized for fraud, turning state data systems into tools of corruption. A Multi-Crore Land Scam has happened in the state. The Department of Settlement and Land Records, entrusted with maintaining the sanctity of Goa’s land records, is at the centre of a large-scale manipulation racket involving fraudulent insertion of structures into official survey plans, using the Bhunaksha software platform,” he said.

He said that many structures—predominantly in CRZ areas and prime coastal belts—have been illegally added to official survey plans using digital tools.

“These insertions were allegedly carried out without physical verification, ground-truthing, or following any transparent or legal protocol. These fraudulent insertions were later used by private parties to apply for repairs or construction permissions, falsely presenting them as “pre-existing structures”,” he pointed out.

He said that several of these structures have already been used to manipulate permissions from TCP, GCZMA, and Panchayats, making this not just a departmental fraud—but a coastal regulatory crisis.

He said that most of these fraudulent entries are in CRZ-I zones, including sand dunes, mangroves, and low-lying flood-prone areas—areas that are legally protected.

“There should be a judicial or SIT-Led Inquiry. A retired High Court judge should investigate this episode of fraud,” Alemao demanded.

He also demanded to publish a White Paper on Survey Alterations.

Alemao said that the Government must disclose the total number of structures added post-2019.

“This case should be investigated thoroughly and those involved should be booked,” he demanded.
