MLA Viresh Borkar demands transparency from TCP Department on ‘Sub Judice’ matters

Goa Khabar : In a significant move during the ongoing Assembly session in Panaji, Goa, MLA Viresh Borkar voiced his concerns regarding the frequent use of ‘sub judice’ status by the Town and Country Planning (TCP) Department in response to Legislative Assembly Questions (LAQs). The queries pertained to Rule 39A and TCP clearances in the Siridao village, with all answers from the department summarily marked as ‘sub judice’.

Borkar questioned the repetitive nature of this response, stressing that marking every matter as ‘sub judice’ undermines the spirit of legislative oversight and accountability. He highlighted that genuine concerns raised by elected representatives—especially those affecting local communities like Siridao—are being left unaddressed under the pretext of pending legal proceedings.

He further urged the Speaker of the Assembly to issue a clear ruling on the practice, stating, “Why is every matter treated as ‘sub judice’? The House cannot be kept in the dark. The people expect clear, factual answers, not repeated delays.”

MLA Borkar demanded that the TCP Department provide explicit and transparent responses to the Assembly, and called for the Speaker’s intervention to ensure that matters of public importance are addressed promptly.

The issue has drawn attention to the need for transparent governance and timely communication, with calls for legislative reforms to prevent the misuse of the ‘sub judice’ clause in Assembly proceedings.
